Presenting a systemic model of the impact of "quality of governance" on "quality of bureaucracy"

Abstract

Bureaucracy, as a reasonable organization or as an unnecessary administrative formality, is a necessity for the realization and development of the goals of governments. And in both cases there is a significant relationship between the type of government and the type of bureaucracy. From the perspective of systems thinking, bureaucracy is not an independent variable, but an output from the larger system of governance. And the quality of this output is directly dependent on the quality of the inputs and processes of the governance system. This research, through institutional analysis and by applying the governance quality model, seeks to answer the question: "From the perspective of systems thinking, how does the quality of governance affect the quality of bureaucracy?"



Based on the findings of the research, it can be said that by strengthening the six indicators of governance quality that are systemically related, bureaucracy also becomes a learning and adaptive system and is strengthened in the four dimensions of "interaction with the government", "interaction with citizens", "interaction with influence groups", "organization and performance of employees". The reinforcing feedback loop places bureaucracy in a positive cycle and turns bureaucracy into an executor of indicators such as the rule of law and effectiveness. Among the indicators of governance quality, two indicators of "Voice & Accountability" and “Regulatory Quality” play the most important role in the quality of bureaucracy. The present study has a qualitative approach and uses institutional analysis to examine the effect of governance quality on bureaucracy quality. Library methods and internet resources were used in data collection.
